1系统运行环境

 硬件配置:

处理器:Pentium4 1.8GHz以上主频

内存:1G或以上

硬盘:要求在30G以上

显存:推荐显存32 MB或以上(安装显卡驱动程序)

 操作系统:

苍穹农村土地承包管理信息系统可选用Windows 2000/XP/Win7系列操作系统。建议采用Windows XP/Win7操作系统。WIN7系统要求专业版或旗舰版。

 数据库平台:

本软件支持各种常用的关系型数据库,如SQL Server2000及以上版本、Oracle 9i及以上版本;县级建议采用SQL Server2000以上数据库平台。

 其他第三方软件

Microsoft Office,Auto CAD(原始数据为dwg数据时,做数据格式转换需要)。

 注:免安装版程序使用前需做如下操作:

(1)授权。打开根目录下的提取计算机的主机特征码提交给苍穹授权生成专员,授权专员生成,将此文件拷贝到程序根目录下。

(1)手工拷贝字体。程序目录下Font文件夹里的字体拷贝到C:WINDOWSFonts或控制面板字体;

(2)手工注册动态库。双击。若计算机第一次使用苍穹软件,右键编辑,查看注册文件所包含的dll文件。选择其中一个,右键,选择文件打开方式为C:WindowsSystem32下的(勾选都有此方式打开复选框)

2.系统登录

2.1专题设置

因为承包经营权存在地域差异,进入系统前,根据系统的使用地域设置专题。双击程序目录下的设置文件,弹出下图所示窗口:

设置程序标题及地方专题。其中无为不包含地方专题,全部专题则包含所有专题。本文档选择的是全部专题。

2.2登录系统

双击系统主程序,弹出下图所示窗口。

点击“进入平台”,系统以不连库方式进入系统。

3数据建库

3.1数据库字典设置

如数据库中需增加图层或者某个图层需要添加字段,执行【土地承包经营权调查】—>【数据库工具】—>【数据建库字典配置工具】配置数据库结构

若需要管理规程及系统目前所有以外的图层,点击“添加”,增加表。

依次录入新增表信息,包括层名,图层类型。自定义属性设置菜单中设定表所包含的属性字段。

对需调整已有表的表结构,选择对应图层,点击“修改”(或双击)。以地块为例:双击地块行,弹出下图所示窗口:

这里可对已有表的属性字段进行增删编辑。

3.2空数据库创建

系统支持KQGIS,ARCGIS两种平台SQL Server ,ORACLE两种建库模式的数据库的创建。下面以KQGIS平台SQL Server库的创建为例。执行【土地承包经营权调查】->【数据库工具】->【标准SQL数据库创建】,弹出下图所示界面:

数据文件路径:选择新建数据库的存放路径;

计算机名:本机计算机名称;

数据库名,用户名,密码分别为新建数据库的名字,SQL数据库的用户名和密码;

坐标系统根据入库数据的坐标系选择。设置完毕,点击“开始创建”。创建完毕,退出程序。

重新双击系统主程序,在弹出的窗口中进行数据库配置相关配置。数据库类型:ARCGIS平台数据库选择SDE开头的对应数据库类型,KQGIS平台选择KQ SDE开头的对应数据库类型。这里选择KQ SDE For SQL Server数据。其他参数设置同数据库创建时的设置。

点击“连接数据库”,弹出下图所示窗口:

系统默认用户名Admin和密码admin。点击登录,以连库方式进入系统。

4数据处理与入库

4.1数据收集与转换

农村土地承包经营权数据来源丰富多样,有外业测量得到的DWG格式数据,影像图直接矢量化得到的SHP文件等。数据外业采集过程中除了图形边界外还需要记录地块的基本属性,属性中要求有能唯一标识地块的字段。比如地块的预编码(5位)

4.1.1环境准备

若原始数据时DWG数据,需对环境做相关设置。具体如下。

 软件安装:需安装Auto CAD,版本要求2004及以上版本

 文件拷贝:将程序根目录下的 文件加载:运行CAD,弹出下图所示窗口:

文件拷贝至cad的安装目录下。

在命令行输入appload,弹出下图所示窗口:

点击“内容”,弹出:

点击“添加”,在弹出的窗口中选择拷贝到CAD根目录下的文件

1.若安装CAD过程中未更换安装路径,CAD/CASS路径为系统默路径C:Program

FilesAutoCAD ,若有更换,选择CAD的正确安装路径。

路径为待转换DWG文件的存放路径。

3.转换模板为DWG转SHAPE转换模板的存放位置,该模板可在系统外部用文本编辑好,点击“浏览”选择转换模板的存放路径;也可点击 “编辑”按钮进行模板编辑。点击“编辑”,弹出下图所示窗口:

模板编辑格式为:要素类型,CAD符号代码,苍穹符号代码存放字段,苍穹层名,属性对应字段。

要素类型,点为POINT,线为LINE,面为POLYGON。

CAD符号代码,将DWG图用CASS打开,查看属性,就能查看到要素对应的CAD第14页

符号代码。

苍穹符号代码,与CAD符号代码一一对应的代码值。

苍穹符号代码字段,一般情况均为FHDM。若不需符号代码字段,也可不填。

苍穹层名,即所编辑要素在系统中存放的图层。在【系统设置】-【要素设置】-【要素代码设置】下能够查看到各要素的存放图层。

属性对应值,同一属性在CASS里存放字段名与苍穹字段名用“:”分开,每对属性间用“|”分开。(注:一般情况下模板不需编辑)

4.转出后数据保存路径为转换后文件的存放路径。

点击“开始数据转换”,系统将自动把dwg文件转换为SHP文件。转换完成后生成转换结果和转换临时文件两个文件夹。临时文件中存放了转换的图形数据和以EXCEL格式存放的属性数据。转换结果文件夹中存放的属性挂接后的图形数据。

若每个有CAD要素代码的要素都编辑了对应的转换模板,则执行DWG数据转换后,系统会将要素分到对应的图层。

若DWG图中要素无要素代码,系统将会把该类要素存放在未转换点,线,面层。对于这类要素,在CASS中找到符号与其完全一样并且具有要素代码的图块,将他们放在对应的同一个图层,并赋上属性。

4.1.3附加说明

注:

1.转换过程中CAD页面弹出后,未进行转换,可在命令行手动输入kqexport,确定后,一般情况下转换能继续。

2地块编码生成方式建议

A转换模板需根据DWG数据的实际情况进行配置,建议将地块的唯一编码(5位)对应在地块图层的DKBM字段。

B.坐落单位代码字段若按村采集可在采集的时候直接赋值,若没有赋值可通过后期数据库维护阶段的坐落单位代码维护生成14位的坐落单位代码。

C地块编码字段通过14位的坐落单位代码和采集转换得到的5位唯一编码拼接得到。执行【查询编辑】->【其他常用编辑】->【地物属性批量修改】功能。

在地块编码属性行输入ZLDWDM,DKBM,点击字段拼接生成19位的地块编码。

4.1.2影像数据矢量化

4.1.2.1图像校正

通过影像数据矢量化之前,一般需要对原始影像进行校正等处理。执行程序主页面上的遥感数据生产

点击打开按钮,加载需要校正的影像。一般为bmp格式数据

点击工具条上的,设置图廓信息。选择比例尺、分辨率、等高线间距、图幅类型、分块方式,再点计算四角坐标,弹出计算矩形坐标的对话框,输入图像左下角,右上角的平面坐标,点确认即可。

点击工具条上的底图校正,将鼠标放在内图廓的四角点击回车定位四点进行校正,如下图选择相应的校正点类型。

校正点定位后位置不准确,可将鼠标放在准确位置再回车,进行相应的调整。

更新点位置修改点类型 输入内点坐标

在底图上点右键选择自动计算格网内点坐标。

看十字丝的位置,自动计算的点偏差是否大,如果比较大再进行其他点的校正。

校正完后在图上点击右键校正图像(如果只校正了四点,就进行四点模式原图校正;如果校正了其他点,就进行多点模式原图校正),依次点击确定、是,图像校正

点“是”进行图像校正,生成DIB格式的图像文件(注:RDH坐标文件需放在同一路径下)。

4.1.2.2 矢量化

在承包经营权管理信息系统执行【图件档案管理】->【影像管理】->【叠加图像】,选择4.1.2.1生成的校正好的作业底图。

方法一:直接采集面状地块

在窗口的左边管理区选择符号作图,选择图层处选择“权属要素”,在弹出的符号中选择

,双击。要素管理区自动生成地块图层。

单击工具上的增加图块工具,进行矢量化。采集数据的过程中画法要精确和圆润,(或者属性浏览) 采集到了边框的边界双击鼠标结束。点击工具栏上的专题属性浏览

在弹出的专题属性框中录入必要的属性,点击保存。

调绘完成,将地块层输出shapefile文件保存。

方法二:由链生成面。

在窗口的左边管理区选择符号作图,选择图层处选择“权属要素”,在弹出的符号中选择双击。要素管理区自动生成界址线图层。

单击工具上的增加图块工具,进行矢量化。采集数据的过程中画法要精确和圆润,采集到了边框的边界双击鼠标结束。采集完成,选中所有界址线,执行【检查处理】->【生成面结构】,将界址线批量转换成地块。

4.2图形检查处理

4.2.1常见错误

数据转换后应对图层进行单层或多层图形检查。

(1)共点。两个要素点之间的距离在容限值范围内。

(2)重点。同一个要素多个点坐标信息一致。

(3)互相悬挂。两个要素点和边的距离在容限值范围内。

(4)互相相交。两个要素边相交

(5)边自相交。同个要素边相交

(6)重边。同一个要素的边重叠

(7)重叠区域。多个要素部分重叠在一起

(8)对象重叠。多个要素完全重叠在一起

4.2.2图形错误检查

使用【检查处理】->【检查功能】->【图形检查】:

4.2.3图形错误处理

承包经营权的重要图层地块组级区域都具有权属,共点重点错误能直接用【检查处理】->【处理功能】->【图形处理】进行处理。

对象重叠错误,用土地检查处理—>处理功能—>冗余处理进行处理。

其他错误结合实际情况进行修改。

4.3属性录入及检查

图形无错误后,开始属性信息的录入或挂接。若采用挂接方式,挂接前要求图形上有唯一标识的字段。建议用地块编码(DKBM)

属性挂接可快速的把录入在excel或mdb中的属性信息与图形建立关联。通过图层右键->属性挂接,把地块属性与地块shp文件一一关联。(关联要求:图块中需有与属性excel或mdb中一一对应字段,且excel或mdb样式应与图层邮件——输出属性的样式一致)

浏览查看地块,组级区域重要图层属性,组级区域层的组级区域名称和组级区域代码。地块层的地块名称,地块座落,是否为基本农田,有无合同,合同面积,地块东西南北至等。

4.4数据入库

SHP数据入库点击工具栏上空间数据入库工具,

选择已打开的连接,选中已有连接。点击确定将数据存入数据库。

勾选需入库图层,点击“确定”数据开始入库。弹出“保存成功”提示,则入库工作完成。

如果需沿用二调成果的组级区域数据,执行【土地承包经营权调查】->【二调数据导入】->【导入二调成果数据】

源数据看导入VCT,SHP和数据库三种格式,选择对应的数据源,连接目标数据库(即SHP存放的数据库),要转换的表选择组级区域,点击“转换”,将二调成果存入数据库。

5数据库维护

5.1数据预处理

因为不同厂商对数据描述不一致,所以在完成倒库后需要对面状图形中带岛的要素进行规格化处理。

5.2行政区维护

5.2.1行政区设置

数据入库完成后,执行【土地承包经营权调查】—>【行政区维护】—>【行政区设置】第27页

功能,构建行政区树。承包经营权行政区到村民小组一级,可通过有三种方式构建行政区树。

(1)根据空间库创建:可以通过当前连接的数据库,根据空间库创建,系统根据行政区表创建行政区树,需要注意的是,行政区中无村、乡、县、市级节点名称,名称自动继承村组一级名称,因而需要进行手动修改。

(2)导入国标EXCEL:根据二调标准的权属单位代码表产生行政区。

(3)手工添加编辑:鼠标右键单击目录树中某级别项,可对该项进行编辑和删除,或在该级别项下添加下一级目录。

生成好树以后依次点击“保存”、“上传”(上传字典可将本地的行政区字典上传到数据库中)。当下次连接的是已经有行政区字典的其他数据库时,就可以通过下载字典来获取其中的行政区字典,点击保存,将程序与数据库的行政区字典保持一致。

5.2.2行政区融合

为了得到村乡县级行政区数据,提高行政区上数据加载的速度,需要进行行政区融合功能。系统提供一键式融合与分布式融合,点击“融合所有行政区”自动融合出村乡县级区域数据及加载数据边界。也可根据需要进行分布式融合。

注:如果行政区数据量比较大或组级区域层的点数非常多且密集,导致行政区融合的时间过长甚至融合不了,可以勾选抽稀功能进行融合。一般情况下,不推荐采用抽稀功能进行融合。

5.2.3行政区控制面积维护

通过【土地承包经营权调查】->【行政区维护】->【行政区控制面积维护】维护行政区的面积。行政区面积维护可以通过下一级行政区累加和直接计算图形面积计算两种方式得到。面积量算方式有平面面积和椭球面积,一般采用平面面积。

5.3座落跨界检查座落维护及微小图块合并

5.3.1座落跨界检查

执行【土地承包经营权调查】->【座落跨界检查】对地块跨组级区域的情况进行检查,点击检查,列表中会显示地块跨组级区域的地块ID,双击可放大定位。红色部分为跨界部分。出现跨界情况,与外业协商,结合实际情况决定是否裁剪。

5.3.2座落单位代码维护

执行【土地承包经营权调查】—>【座落单位代码维护】,在左边窗口勾选需要维护的组级区域区域,在右边窗口勾选需要维护的图层(DK必选),系统将组级区域层和勾选图层的空间关系,把组级区域层中的ZJQYDM拷贝至用户选择表中的ZLDWDM字段,座落单位代码为14位数字码。

5.3.3微小图块合并

注:【土地承包经营权调查】菜单下仅此功能是针对加载到当前工程的图层进行操作,合并完毕必须入库才会将结果存到数据库中。

针对5.2.1座落跨界检查有地块跨组级区域且做了裁剪操作的,加载数据库地块图层(可通过工具栏上的加载数据工具加载,也可以在行政区节点上右键->加载行政区数据加载),执行【土地承包经营权调查】—>【微小图块合并】

图层选择地块,合并面积针对实际情况进行填写(值大于需要合并地块面积的最大值,小于不需要合并地块的最小值即可)。属性字段一般选择ZLDWDM。

设置好相关项,点击确定。合并完成,点击工具栏上的空间数据入库工具将对地块层的修改存入数据库。也可以在地块层上右键—>单层数据入库,将对地块层的修改存入数据库。

5.4发包方信息管理

发包方信息管理包括发包方信息的录入,修改和删除。系统支持单个和批量信息导入的功能。执行【土地承包经营权调查】—>【发包方信息管理】:

5.4.1模板编辑(一般情况不需操作)

可通过“模板编辑”修改导入模板样式(一般情况不需要更改)。此处可进行增删和编辑,修改完毕保存。

模板信息说明如下:Excel中列名为导入表格中的列名

是否转换即导入表格和库中字段类型不一致,需要按照字典进行转换时则设置为是,否则设置为否。若需转换选择转换的字典。

5.4.2发包方信息导入

点击模板样式预览,可查看发包方编辑样式。

编辑好发包方信息,点击“批量导入”,选择编辑好的发包方表格数据,将发包方数据直接存到数据库。

点击“显示错误信息”,错误信息列表中列明问题项。为了保证数据的正确完整性,建议勾选“导入有错误值不入库”则导入数据有错误则不让入库。可通过“错误信息导出EXCEL”将错误列表导出。

选择窗口左边组级区域节点,右边窗口显示对应组级区域内的所有发包方信息。如果发包方信息录入不完全,选择未录入发包方信息的村组节点,点击“增加”

数据库增加一条发包方记录。

如果信息录入有误,选中记录,点击“修改”,对有误信息进行修改。录入了多余发包方,选中多余记录删除。

5.5承包方信息管理

承包方信息包含承包方基础信息和家庭成员信息。承包方信息管理包括承包方信息的录入,修改和删除。系统支持单个信息录入和批量信息导入。执行【土地承包经营权调查】—>【承包方信息管理】:

选择组级区域,点击“批量导入”:

承包方信息导入分承包方基础信息和家庭成员信息两大块。模板样式均能编辑和预览。

编辑好承包方相关信息,选择导入方式(注:导入方式为“清空原有记录”,清空的是组级区域树上选择组级区域节点内的所有承包方信息)。点击“选择Excel文件”,分别选择承包方基础信息文件,家庭成员信息文件的存放路径,

为了保证数据的准确完整性,导入前勾选“导入有错误值不入库”则对有错误的数据不做入库处理。

点击“批量导入所有信息”,将发包方基础信息,家庭成员信息同时导入数据库。也可以点击对应信息下的“导入Exel”,进行单个文件的导入。

点击“显示错误信息”能查看所有有错误项。

选择窗口左边组级区域节点,右边窗口显示对应组级区域内的所有承包方信息。如下图所示:

如果承包方信息录入不完全,选择承包方所在的村组节点,点击“增加”,填写承包承包方的相关信息。

5.6地块编码维护

若原地块层有地块编码时不需要维护,否则则需维护地块编码。系统根据坐落,承包方式以及地块的空间关系维护出19位的地块编码。

5.7地块信息管理

执行【土地承包经营权调查】->【调查信息管理】->【地块信息管理】,弹出下图所示窗口:

“模板编辑”可编辑导入表格的样式,“模板样式预览”预览表格样式。可勾选“导入时检查出错则不入库”以保证数据的正确性和完整性导入“承包地块信息”,系统将承包方信息和地块信息进行关联。

5.8地块维护

5.8.1地块ID及状态更新

维护地块ID为空属性值并维护一些地块状态。状态包括地块状态和流转状态,对状态值进行维护以保证后续合同生成,地块流转能正常进行。

5.8.2地块属性检查

地块编码具有唯一性且有特定编码规则为:12位行政单位代码+2位小组代码+5位地块代码。此功能对地块编码的唯一性和规范性进行检查,同时针对特殊需求,可设定非空字段进行检查。

执行【土地承包经营权调查】->【地块维护功能】->【地块属性检查】弹出下图所示窗口:

双击错误列表可进行图形定位。与外业协商,将编码通过专题属性浏览点击空间数据入库将修改存入数据库。

改成正确值,修改完毕,重复执行【地块属性检查】功能,直到没有错误即可。

5.8.3地块代码维护(若地块编码已唯一确定,此步操作略)

可选择所有地块全部重排或仅维护空值,维护时按照空间关系从左到右从上到下给地块编码进行排序。

5.8.4地块拓扑及属性维护

5.8.4.1地块界点线拓扑维护

因为数据库中没有界址点线数据,执行【土地承包经营权调查】->【地块维护功能】->【地块拓扑及属性维护】->【地块界点线拓扑维护】功能,系统将根据地块的边界生成界址点和界址线。

生成界址点时可设定界址点生成条件。默认勾选条件为两点间距大于50米,三点形成角度小于130度则生成界址点。不勾选则按两点一线模式生成界址点线。

5.8.4.2地块界点线属性维护

原始界址点线无数据,不需执行此操作

新生成的界址点界址线没有属性,执行【土地承包经营权调查】->【地块维护功能】->【地块拓扑及属性维护】->【地块界点线属性维护】,系统将根据原始界址点线为新生成的界址点线赋上属性。

5.8.5地块面积维护

执行【土地承包经营权调查】->【地块维护功能】->【地块面积维护】

勾选需要维护的组级区域区域和字段值,系统将把计算出的地块的(平面)面积存放在对应地块的SCMJ和SCMJM字段(SCMJ字段单位为平方米,SCMJM单位为亩)。

5.8.6地块东西南北长维护

执行【土地承包经营权调查】->【地块维护功能】->【地块东西南北长维护】,系统自动计算每块地块的横向纵向最大值作为地块的东西南北长。

5.8.7四至维护

若外业采集未采集四至信息,可通过此维护得到四至。该功能维护地块东西南北四至四个字段的值。维护四至时可根据需要选择维护地块名称还是地块所属承包方姓名。

唯一四至:当地块其中一个方向相邻有多个地块时,取最优即接触边最长的作为对应四至信息。

5.8.8地块起点重排

因为在展点成图或则矢量化的过程中,图块的起点和走向各异,地块起点重排按照统一规则指定地块的起点,重排点号。

5.8.9界址点打断界址线

若界址点线是拓扑生成,则不需要此步操作。选择需要打断的界址线和界址点,执行界址点打断界址线即可。

5.8.10界址线所属宗地维护

维护界址线所属地块的地块编码。界线位置为中时宗地编码为界址线两边地块的地块编码。

5.8.11界址线毗邻指界人、权利人维护

将界址线所属宗地的权利人和指界人信息维护到界址线的毗邻权利人和毗邻指界人属性值中。

5.9基本农田保护区维护

如区域内存在基本农田数据,则相应的需做基本农田相关维护。无基本农田数据则不需要。

 地块跨基本农田检查:检查测量的承包地块是否有跨基本农田图斑

 基本农田保护区编号维护:按照空间关系维护基本农田保护区的编号。

 基本农田面积维护

 地块是否基本农田维护:根据承包地块和基本农田层的空间关系判定承包地块是否为基本农田。

附加:是否基本农田取得方式

5.10其他维护功能

5.10.1坡度面积维护

执行【土地承包经营权调查】->【其他维护】->【坡地维护】,系统根据坡度系数和实测面积计算出坡地面积。

5.10.2分幅数据生成及维护

5.10.2.1图幅生成

加载数据库中空间范围最大的数据(如:组级区域),执行【土地承包经营权调查】—>【其他维护】->【分幅数据维护】->【分幅数据生成】生成分幅信息:

设置分幅比例尺,中央经度,坐标系和分带方式。 若数据不含带号,请勾选标准分幅去带号。

屏幕拾取图面左下角点和右上角点,以构成的矩形区域能全覆盖矢量为宜。也可以直接勾选根据当前数据包范围生成图幅。依次点击“计算图幅”,“确定”。

5.10.2.2删除冗余分幅

生成的分幅中部分图幅和数据无包含和相交关系,这部分图幅需要清除。全选参照图层(建议选择行政区划图层),执行【土地承包经营权调查】->【其他维护】->【分幅数据维护】->【删除冗余分幅】即可。
